Artificial Intelligence and Democratic Values 2025 is a comprehensive review of AI policies and practices worldwide, with ratings and rankings for national governments. Published annually by the Center for Al and Digital Policy, the CAIDP Index compares national Al policies, assesses progress, and identifies emerging trends. The fifth edition is almost 1,500 pages long, contains more than 7,000 footnotes, and reflects the contributions of more than 1,000 CAIDP researchers from over 120 countries. For the first time, the CAIDP report is available in print across two volumes. Volume I includes the Executive Summary and Country Reports Argentina through Kuwait.
